Threat Assessment Policy
The University of North Carolina at Greensboro

The purpose of this policy is to guide the coordination of efforts by The University of North Carolina at Greensboro (hereinafter "UNCG" or "University") in the process of identifying, investigating, evaluating and managing Concerning Behaviors (violence, or threats of violence to persons or property that are disruptive to institutional activities) of members of the University Community (faculty, staff, students, and visitors) that indicate an proclivity toward or the potential for targeted violence.
This policy applies to all Concerning Behaviors exhibited by any member of the University Community and at activities and events, regardless of the location, sponsored by the University or by a University-recognized organization.
This Policy does not provide for the adjudication of misconduct by, discipline of, or imposition of sanctions on UNCG faculty, staff or students for exhibiting Concerning Behaviors. Such action may, however, be taken pursuant to the applicable University policy or procedure, e.g. Student Code of Conduct (students) or University Policy Manual (faculty or staff).
UNCG is committed to promoting a safe and secure community within a supportive and accessible living, learning, and working environment. It is further committed to identifying conditions or circumstances that may pose risks to the safety and security of members of the University Community and safeguarding persons and physical resources.
Safety & Concerns Committee (SCC)
As part of an institution-wide commitment to a safe and secure campus, the University has established the SCC which is specifically charged with security and safety responsibilities for the University Community. The SCC provides general oversight of the University's violence prevention efforts. The SCC Committee shall be an operational group that serves as the coordinating body with the Threat Assessment Team (TAT), with responsibilities for establishing the framework for violence prevention and ensuring its implementation throughout the University.
The SCC shall meet weekly, or as needed based on the occurrence and/or threats of Concerning Behavior by any member of the University Community. The members of the SCC shall hold senior administrative roles with the authority to make policy decisions and commit resources in the core operational areas that are generally responsible for the safety and security of the University Community. Members of the SCC shall be comprised of: Dean of Students (Co-Chair); University Police Chief (Co-Chair); Associate Vice Chancellor of Student Affairs; Director of Housing & Residence Life; Associate Vice Chancellor, Human Resource Services; Director of Counseling & Testing Center; Director of Campus Activities & Programs; Assistant Director for Athletics; Medical Director of Student Health Services; University Counsel (legal advisor); or their designees.
Specific responsibilities of the SCC shall include:
- Coordination of the SCC and violence prevention efforts.
- Overseeing anti-violence education and violence prevention on campus;
- Creation and maintenance of the University's Threat Assessment Policy;
- Development and implementation of violence prevention procedures;
- Education and guidance regarding recognition and reporting of Concerning Behaviors and
- Overseeing the education and prevention of violence on campus;
Threat Assessment Team (TAT)
TAT is established as a subcommittee of SCC. The Team shall meet as needed based on the occurrence and/or threats of Concerning Behavior by any member of the University Community. Members of TAT shall be comprised of: the University Police Chief (Co-Chair); Dean of Students (Co-Chair); Associate Vice Chancellor for Student Affairs; Director of the Counseling and Testing Center; Director of Housing and Residence Life; Associate Vice Chancellor for University Relations; Vice Provost (advisor); Associate Vice Chancellor for Human Resource Services (advisor) and University Counsel (legal advisor).
TAT is charged with using its collective judgment to assess information regarding individuals exhibiting Concerning Behaviors and intervenes, as appropriate; working with internal and external law enforcement and mental health organizations to expedite assessment and intervention; and developing comprehensive fact-based assessments of any individual who may present a threat to the University Community. The Team's mission is to provide a coordinated and planned approach to the identification, assessment, management, and, where possible, reduction and/or prevention of Concerning Behaviors.
Specific responsibilities of the TAT shall include:
- Facilitating timely communication among different campus units about individual behavioral concerns;
- Investigating or gathering additional information about individuals of concern, including individuals outside of the University Community;
- Assessing the information so that the University can devise an appropriate response;
- Managing interventions, threat management plans, and other case management strategies that connect individuals of concern with needed resources;
- Recommending plans for reintegrating a subject once initial actions are complete and the threat eliminated;
- Providing a repository for information about behavioral concerns across different campus units so as to identify persons in distress as early as possible;
- Assisting with the education of the campus community about the types of behavior or concerns that they should report to SCC members;
- Developing policy recommendations based on an evaluation of data on individual behavior dealt with by the Team.
Effective threat assessment can only occur in a larger context of safety. A climate of safety, respect, and emotional support can help diminish the possibility of targeted violence. Environments in which members of the University Community pay attention to the social and emotional needs of each other have fewer situations that require formal threat assessments. Ideally, when this climate of safety exists, everyone experiences a sense of emotional support and respect; problems are addressed before they escalate and the potential for violence diminishes. Any individual who believes there is an immediate danger to the health or safety of any member of the University Community should call UNCG Police immediately at 336-334-4444. Threat Assessment Process
The threat assessment process shall utilize a fact-based approach and rely primarily on an appraisal of behaviors, rather than on stated threats or traits, as the basis for determining whether there is a need for intervention. In this approach, all aspects of the person(s) of concern must be considered and the sharing of information is critical. The more information available about the person and the Concerning Behaviors, the more accurate the threat assessment will be.
Identifying Concerning Behaviors
The SCC shall focus their efforts in educating and developing the capacity to identify information that indicates there is a risk of violence and communicate red flags, warning signs and indicators to TAT for appropriate intervention. Experts who evaluate possible indicators that an individual is at risk of harming themself or others recognize certain "red flags" that merit attention. A single warning sign by itself usually does not warrant overt action. It should, however, attract the attention of staff that has been sensitized to look for possible indicators. If additional warning signs are present then more fact-finding is appropriate to determine if there is a likelihood of danger.
TAT will attempt to determine if the information and evidence provided by SCC suggests that intervention is required. If the behavior in question is determined to be non-threatening, the matter will be referred to the appropriate department (Office of the Dean of Students, Human Resource Services, or the Provost). If the threat is confirmed, TAT will devise an appropriate intervention strategy to reduce the threat. TAT will consider all feasible options and seek the most effective and least damaging course of action to intervene and resolve the threat.
